The job holder’s primary responsibility is to maintain compliance with the following Health, Safety and Security regulations in accordance with federal, state, and local laws as well as corporate policies:

  • Occupational Safety and Health Standards 29 CFR 1910 (OSHA)
  • Chemical Facility Anti-Terrorism Standards 6 CFR Part 27

There will be approximately 10% travel required of this position.

Will at times serve as a backup for the Health and Safety Manager.

  • Heavily involved in all aspects of Health and Safety Training, Emergency Medical Response operations, and Emergency Fire/Rescue Response operations.
  • Responsible for the administration of the company’s Health Management and Incident/Injury reporting system (Impact Enterprise)
  • Will serve as the subject matter expert for all plant safety training.  Responsible for creating/updating training modules, new hire orientation
  • Interaction with the Lemoyne Industrial Park and the Mobile County Local Emergency Planning Committee representatives in the areas of mutual aid, community activities and collaborative training.
  • Evaluate the plant’s response capabilities and establish response standard, guidelines and procedures.
  • Ensure plant emergency response equipment is maintained by inspections and management of third party service contractors.
  • Supervise and interact with security guards, maintain security equipment and security camera system by inspections and management of third party services.
  • Responsible for the development, implementation, administration, and continued improvement of the Mobile Plant personnel safety activities.
  • Serves as the site administrator for all Health and Safety procedures. 
  • Other activities include Industrial Hygiene Assessments, Incident/Accident Investigations, Health and Safety Reviews, Pre-startup Safety Reviews, MOC’s, participation in Process Hazard Analysis, Health and Safety Audits and Health and Safety Training.
  • Will participate on VPP team and perform VPP activities.
Context and environment

Job location will be plant wide based on needs of plant. May participate in training and audits at other sites.


Continued compliance with the following Health and Safety regulations: Occupational Safety and Health Standards 29 CFR 1910 (OSHA), Chemical Facility Anti-Terrorism Standards 6 CFR Part 27.  Development of programs to achieve zero safety incidents.  Providing guidance to the plant in interpretation of requirements and the development of programs to meet these regulations.

Training employees and contractors on what is required of new Health, and Safety programs to meet and sustain compliance. Safety audits of contractors and employees to insure compliance with OSHA, Corp., and Plant regulations, polices, and procedures.

Other accountabilities include maintenance and execution of Health and Safety Training, administration of Health and Safety Procedures, administration of IMPACT Enterprise, Emergency Medical Response Operations, Emergency Fire/Rescue Operations, Industrial Hygiene, and Accident Investigation. Implementation and administration of plant programs related to compliance with OSHA regulations. Will work to maintain an effective emergency response team with an aging workforce.

HSEQ Responsibilities
  • Comply with HSEQ Policy.
  • Comply with Regulations, Legal and Internal Requirements and Internal requirements as made known by the site and by the business unit.
  • Comply with the rules of the specific location to which one is assigned as well as the rules set by the business unit (BU) and Arkema Inc.
  • Comply with all standard procedures and work instructions, aka, MOC’s, LO/TO, to ensure productivity, quality assurance and cost effectiveness.
  • Review their work area for potential losses and report hazards to the direct supervisor.
  • Report Near Misses to the direct supervisor.
  • Report incidents or accidents to the direct supervisor
  • Identify and communicate potential gains or possible improvements to the management system
·        Complete assigned training through Learning Management System or attendance to assigned Web-Ex or Instructor Led Training (ILT) classes.
Qualifications / experience required
  • Minimum of 5 years of occupational safety experience in the chemical manufacturing industry and/or a Bachelor’s degree in Occupational Safety and Health, Engineering or related field.
  • Medical and emergency response experience, training and capabilities; Extensive knowledge of OSHA 29 CFR 1910 Occupational Safety and Health Standards. A working knowledge of the following federal health and safety regulations: OSHA 29 CFR 1910.119 Process Safety Management of Highly Hazardous Chemicals; EPA 40 CFR 68 Chemical Accident Prevention; DHS 6 CFR Part 27 Chemical Facility Anti-terrorism Standards are preferred.
  • Previous supervisory experience preferred.
  • Excellent verbal and written communication skills as well as project management.
  • Excellent organizational skills
  • Strong working knowledge of Microsoft Excel, Word and PowerPoint is essential.
  • Familiarity with VPP program, IMPACT Enterprise system and SAP procurement system is a plus.
