SUMMARY OF DUTIES
The Program Manager is responsible for the quality and delivery of the program. The role requires regular analytical and metrics-based reporting to other staff, board members, and stakeholders.


ESSENTIAL FUNCTIONS:
•  Build strong relationships within Amtrak to understand the business challenges and opportunities
•  Create a collaborative partnership among executive leaders and portfolio stakeholders and enables workforce development, change management, and planning decisions
•  Plan the delivery of the overall program and its activities in accordance with the mission and the goals of Amtrak
•  Develop and implement long-term goals and objectives to achieve the successful outcome of the program
•  Develop an annual budget and operating plan to support the program
•  Provide performance analytics on the program for stakeholders
•  Monitor and approve all budgeted program expenditures
•  Identify and evaluate the risks associated with program activities and take appropriate action to control the risks
•  Support the creation of project management best practices, tools, and ways for Amtrak to drive efficiency in order to reduce costs and add value
•  Adheres to Amtrak Enterprise Project Management methodology.

• Plans, directs, analyzes and reports on one or more track assets (ties, ballast, rail, etc.) for System Track capital projects that support the Amtrak Strategic Plan

•  Interfaces with the Amtrak forces and/or Contractor(s) responsible for implementation of the project scope
•  Accomplish project objectives by planning and evaluating project activities
•  Leads, defines and achieves engineering, safety and work standards and associated procedures to ensure that track assets meet business needs and satisfy FRA regulations
•  Works within System Track to define business needs for responsible track assets and translates those needs into requirements
•  Leads the conceptual design of assets, ensuring the delivery of best practice and continuous improvements
•  Manages a staff of up to three Project Managers and two Business Analysts

Combination of office and field environment. Position is subject to respond to emergencies in all weather conditions 24/7.

 


WORK EXPERIENCE:
•  Strong project and program management skills
•  Strong focus on collaboration, team building, and customer service
•  Effectiveness working diplomatically across teams with varying objectives
•  Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
•  PMP
•  PgMP (Must be willing to obtain within 18 months of hire date)
•  Extensive practitioner experience with project and program management

•  Demonstrated 3+ years of supervisory experience in a fast paced environment with quickly changing priorities.

•  Thorough knowledge of railroad operations


PREFERRED EDUCATION:
Graduate degree

Demonstrated 2+ years of hands on experience in Track Construction, maintenance and operations methods and procedures.

Knowledge of BMWE labor agreements, FRA regulations, MW1000 and NORAC

Qualified of have the ability to get qualified in MW1000, NORAC, RWP and AMT II.
