Job Description

ABN Technologies is now accepting resumes for many Temporary IT Support Specialists to be utilized, as needs arise for our government client.

These positions are classified as Level 1, Level 2, and Level 3 Technical or Professional Personnel, based on years of experience. The positions are located in the Multnomah County area. All positions are temporary placement. Extended employment with ABN Technologies or this client will be determined based on performance and positions available.

Temporary IT Support Specialist: What you could be doing...

Our employees will use subject-matter knowledge and judgment to provide a hands-on, front-line service to staff. Providing outstanding customer service is expected. Job roles include advanced IT, business development, hardware engineer, maintenance technician, OR application development; all involving a high level of public contact.

Level I Employees will have:
- Two years of college level education with less than two (2) years of work experience.
- Assigned the least complex tasks and is supervised closely.
- Typically participates in a portion of the systems development life cycle.

Level II Employees will have:
- Meets educational degree requirements with at least two (2) to four (4) years of work experience.
- Assigned less supervision, especially in regards to routine tasks.
- Position is generally not tasked with high-level design or complicated tasks that require and in-depth level or knowledge.
- Performs maintenance tasks; focuses generally on a portion of a project and not expected to consider the application as a whole.
- Participates through the whole systems development life cycle at least once to achieve results of design problems.

Level III Employees will have:
- Meets or exceeds education degree requirements with at least five (5) to ten (10) years of experience.
- Considered advanced or experts in their respective technology field.
- Performs highly complicated tasks that Level I and II are not able to solve and often lead design responsibilities.
- Work independently with little supervision.
- Leads effort to meet deadlines and deliver a full working product.
- Advanced in the application of the systems development life cycle.

Temporary IT Support Specialist: We have openings in any of these areas ...

Business Analyst:
Minimum 2 years of mid-level analyst experience
Experience with SharePoint, document and records management, JDE financials/HR, and other types of applications/ implementations
Ability to work collaboratively with technical staff to assist with development of technical specifications based on functional specifications
Must be conversant with standard business process improvement protocols and strategies

Technical Writer:
Minimum 1 year of Technical Writer experience. Bachelor Degree preferred. Must be able to update, correct, and support various templates from different departments. Proficient with Word, Excel, and other common application files. Experience with feasibility assessments and recommendations (approach documents)

Applications Programmer Analyst:
Minimum 2 yrs direct experience and BA degree
Create, modify, and test the code, forms, and script that allow computer applications to run
Work from specifications drawn up by software developers or other individuals
May assist software developers by analyzing user needs and designing software solutions
May develop and write computer programs to store, locate, and retrieve specific documents, data, and information.
Programming technologies and skills range from AS/400 programming; JD Edwards development tools (Object Management Workbench, Form and Report Design Aid), application debugger, and Workflow Modeler; NET development; SharePoint and other Microsoft development tools (SharePoint Designer, Visual Studio, PowerShell, ETL tools).; website development; MS based applications; Flex and ESRI based GIS development; CCTV from Verint, Access Controls from AMAG

Database Administrator:
Administer, test, and implement computer databases, applying knowledge of database management systems
Coordinate changes to computer databases
May plan, coordinate, and implement security measures to safeguard computer databases
Skill set to include Microsoft SQL database administration and SQL scripting, Microsoft SQL Server Integration and Reporting Services (SSIS and SSRS), data modeling, data management, and data warehousing tools and practices

Systems Engineer:
Responsible for the planning and engineering of an organization's systems infrastructure
Implementation and design of hardware and software
Monitors the performance of systems
Bachelor's degree in area of specialty
Minimum 1 year of experience in the field or in a related area
Familiar with standard concepts, practices, and procedures within a particular field
Relies on limited experience and judgment to plan and accomplish goals
Preferred experience with IBM i-Series (AS400)

Network Administrator:
Install, configure, and support a LAN/WAN, and Internet systems or a segment of a network system
Monitor network to ensure network availability to all system users and may perform necessary maintenance to support network availability
May monitor and test Web site performance to ensure Web sites operate correctly and without interruption
May assist in network modeling, analysis, planning, and coordination between network and data communications hardware and software
May supervise computer user support specialists and computer network support specialists
May administer network security measures
CCENT/CCNA certified or possess equivalent experience
Understanding of OSI layer-1 through 7, TCP/IP, and troubleshoot network problems

Network Engineer:
Research, design, develop, or test computer or computer-related equipment for commercial, industrial, military, or scientific use
Supervise the manufacturing and installation of computer or computer-related equipment and components
Skills that may include MPLS, CoS/QoS, VoIP, IPv6, 802.11, 802.1x, IPSec, VPN as well as all other IP-based protocols
Expert knowledge of Cisco equipment, architecting and implementing redundant, highly-available, and secure networks, and a thorough understanding of OSI layer-1 through 7
Ability to manage and/or integrate network equipment including switches, routers, firewalls, wireless access points, and other network access devices
Able to low-level troubleshoot network problems
Requires Visio drawing and written documentation skills
CCNP/CCIE certified or possess equivalent experience

Telecomm Technician:
Minimum 1 years direct experience
Install, set-up, rearrange, or remove switching, distribution, routing, and dialing equipment
Service or repair telephone, cable television, Internet, and other communications equipment
Maintain or install copper-fiber cable telephone and network equipment infrastructure in any of the Port's facilities
Understanding of Avaya telephony solutions including VoIP and Modular Messaging, Ethernet networks (OSI layer-1 and layer-2) and ability to understand and interpret one-line and construction drawings, preferred
Must have low voltage license

Radio Technician:
Repair, install or maintain mobile or stationary radio transmitting, broadcasting, and receiving equipment, and two-way radio communications systems
May test and analyze network coverage
Working knowledge of 800MHz trunked radio systems and 802.11a/b/g/n Wi-Fi
Working knowledge of Motorola Canopy technologies, 4.9Ghz public safety band, conventional, trunked radio systems

Radio Engineer:
Research, design, develop, or test electronic components and systems for commercial, industrial, military, or scientific use employing knowledge of electronic theory and materials properties
Design electronic circuits and components for use in fields
Advanced knowledge of radio technologies that may include broadcast, two-way, and trunked systems
Knowledge of 800MHz trunked systems, 4.9Ghz public safety band, and 802.11a/b/g/n
May design and propose radio solutions including high-level conceptual planning and equipment specification
Should have PE certification or possess equivalent experience.

CCTV Technician:
Set up, or set up and operate audio and video equipment including microphones, sound speakers, video screens, projectors, video monitors, encoders, recording equipment, connecting wires and cables, sound and mixing boards
Working knowledge of CCTV recording and review software with a focus on products supplied by Verint, Polycomm
Requires practical field experience with the ability to diagnose and repair operational issues with CCTV components and the system as a whole

Held Desk Support/Technical Analyst:
Provide technical assistance to computer users
Answer questions or resolve computer problems for clients in person, or via telephone or electronically
Provide assistance concerning the use of computer hardware and software, including printing, installation, word processing, electronic mail, and operating systems
Familiarity with call-tracking software and the ability to escalate calls when appropriate
Ensuring positive, clear communication with customers
Knowledge of all standard Microsoft Office applications
Provide assistance with hardware presentation and audio/visual setups and troubleshooting; ongoing builds, installations for new equipment and desktop software, and hardware inventory tasks, preferred

Project Manager:
Ability to adapt to Port-defined project management model while still following standard and best practices
PMI certification preferred
Minimum 5 years' experience required
Master's Degree preferred

Project Management Assistant:
Good knowledge of project management; ability to apply project management concepts to an information technology environment
Ability to use computer applications such as spreadsheets, word processing, calendar, e-mail and database software
Ability to communicate effectively both orally and in writing; establish effective working relationships with others
Ability to plan and organize; initiative; tact; resourcefulness; sound judgment
At a minimum, Bachelor's Degree in Computer Science, Information Technology or a closely related field AND 1-2 years experience in computer technology projects which included planning, project coordination, evaluation, making recommendations, scheduling, and direct contact with the client/end user OR Associate's Degree in the fields stated above and 3 to 5 years' experience as described

GIS Analyst:
Min. 1 year or more experience with ArcGIS 10 using ArcEditor and ArcInfo licenses
Familiar with publishing and maintaining MXD's and MSD's using ArcGIS Server
Comfortable utilizing Spatial Analyst and 3D Analyst extensions to analyze and present data
Must be organized, have the ability to exercise attention to detail, create maps and other deliverables
Experience using Workflow Manager, managing raster datasets using Image Server or Image Extension, Google Earth Pro
Knowledge of AutoCAD 11+ file formats is preferred

GIS Specialist:
Experience with ArcGIS 10 ArcEditor licenses, in particular editing and entering versioned data sourced from ArcSDE is essential
Must be able to use geospatial hardware and software tools to digitize and georeference a paper map, plat or as-built drawing
Acquire and integrate a variety of field data, image data, vector data, and attribute data to create, update, and maintain GIS datasets
Use geospatial software tools to perform basic GIS analysis functions, including spatial measurement, data query and retrieval, vector overlay, and raster map algebra
Must be organized, have the ability to exercise attention to detail
Experience using Workflow Manager and knowledge of AutoCAD 11+ file formats is preferred

Enterprise Architect:
(Sr IT Manager) bridge between IT system engineers and Sr. management to ensure that the Port's technology infrastructure meets the goals of extensibility and complexity reduction
Requires excellent written and verbal communication skills and be able to influence the highest management levels
Minimum of seven years of hands-on design and implementation experience in IT
Knowledge in several technology disciplines including application development, network design, middleware, servers and storage, database management and IT Operations
Minimum of 3 years project solution architecture, strategy and/or IT planning experience
Demonstrated knowledge and experience with major IT programs, systems integration and technical architecture at an Enterprise level
Experience in developing and implementing IT architecture plans, Information Architecture standards and guidelines, and IT strategic plan

Web Developer:
Requires thorough knowledge of Web site software architecture and applications to develop and update Web pages, forms, Web controls, and Web navigation framework
Proficiency in Web application Programming languages
Solid knowledge of Microsoft Office Suite, Adobe Acrobat
Working knowledge of Adobe Illustrator and Photoshop, Dream Weaver and Advanced knowledge of Visual Studio
Bachelor's degree or equivalent Computer Science, Graphic Design, Human Computer Interaction, and/or Marketing required
Minimum 1+ years web development experience in order to: Develop and maintain Web site navigation architecture; develop
and maintain user interface including forms and application front-end and tools used to support Web site; test, troubleshoot, document and analysis and debugging of current Web site; revise and update existing Web pages; provide necessary documentation and audit trails for Web site changes; develop Web site documentation; develop or implement enhancements to tools set.
Minimum 1 year with .net framework and programming languages including C#, JavaScript, Flash, HTML, XML, CSS, Visual Studio, SourceSafe, Dreamweaver, and SQL Server
Advanced understanding of relational databases, preferred
