Job Description

Develop information systems by designing, developing and installing software solutions in support of the business. Provide high level technical expertise in one or more highly specialized areas of applications systems and is responsible for full life cycle of software development process: design, code, test, deploy, document and maintain application software.Support all enterprise system application using PowerBuilder. Ensure a commitment to safety through consistent and professional behaviors in performance of job requirements that demonstrate safety is a fundamental value that guides all aspects of our work. Perform related duties as required.

Essential Functions:

1. Design, develop and deliver PowerBuilder applications and application enhancements. 2. Determine operational feasibility by evaluating analysis, problem definition, requirements, solution development and proposed solutions. 3. Document and demonstrate solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code. 4. Prepare and install solutions by determining and designing system specifications, standards, and programming. 5. Improve operations by conducting systems analysis; recommend changes in policies and procedures. 6. License software by obtaining required information from vendors; recommend purchases; test and approve products. 7. Apply sound project management guidelines to ensure the accurate and timely completion of assigned tasks and projects. Prepare and communicate project plans and project status. 8. Responsible for one or more major business applications systems including ongoing customer and technical support. Gather and analyze information for correcting or improving systems. Make appropriate changes to ensure the ongoing operational integrity of the system. 9. Coordinate with Customer and Information Technology management to establish resource levels and priorities to ensure appropriate levels of product and customer support are in place. 10. Contribute to the development of technology standards and best practices. Research and evaluate emerging technologies for inclusion within Agency's development environment.

Position Requirements:

Bachelor's degree in Computer Science or related technical field. Minimum of six years of experience working in an information technology group or R & D software lab, with four years' experience developing PowerBuilder applications in a relational database environment. Minimum of two years professional experience in Business Analysis and Design. Or any equivalent combination of experience and training.

Selection Criteria:

1. Demonstrated knowledge of standard operating environment: UNIX/Linux, Windows. 2. Demonstrated knowledge of project management tools and techniques. 3. Demonstrated knowledge and practical work experience in all phases of automated systems development life cycle, with emphasis on application data requirements, program design and development. 4. Demonstrated knowledge and practical work experience of network and database technologies and protocols: Internet/Intranet, cx_Oracle, Psycopg, ODBC, TCP/IP. 5. Demonstrated knowledge and experience with object oriented technology theory, design and development and structured program development technique. 6. Demonstrated knowledge and experience of Relational Database technology theory, design, development, and access using SQL with an industry standard RDBMS: Oracle, SQL Server, PostgreSQL/PostGIS. 7. Demonstrated skill using source code repositories, i.e., Mercurial, Subversion, Git. 8. Demonstrated ability and practical work experience in the development of computer systems and programs using traditional and modern development tools: C, Python, Oracle PL/SQL, pg/pgsql, HTML/CSS/JavaScript, Visual Basic, Java, HTML, Eclipse, PowerBuilder. 9. Demonstrated ability to communicate effectively through written or verbal communication. Ability to work independently or as a member of a software development team. 10. Ability to establish and maintain effective working relationships with employees, management and the general public, including those from culturally diverse backgrounds, the elderly, persons with disabilities and/or other vulnerable populations.
