Positions within Shared Services may provide services to areas within the Department of Human Services (DHS) or OHA. There is one permanent, full-time position and three full-time limited duration with an expected duration through June 30, 2015 with the possibility of an extension located in Salem ( 3991 Fairview Industrial Dr. SE ) . Duties & Responsibilities:

DUTIES AND RESPONSIBILITIES This position will serve as Systems Analyst for multiple applications and systems. The Systems Analyst will work with customers to define and translate business requirements into technical requirements in the creation of application systems. The Systems Analyst will analyze, design, develop, test and implement application systems, as well as maintain existing systems. The Systems Analyst is responsible for adherence to current documentation requirements as applicable. The Systems Analyst will direct and coordinate all levels of the data and process modeling, work process, user interface design, and technological infrastructure design. The Systems Analyst will mentor and support the other members of the team in their various roles and responsibilities. If the team includes contract staff or temporary staff, the Systems Analyst is responsible for providing quality assurance and oversight for contractors or temporary staff. This position requires excellent leadership and communications skills, including good listening skills: effective communications to senior or executive management levels in specific customer and public situations; facilitation skills for customer groups at the middle to senior management level. The Systems Analyst is responsible for coordinating one or more projects while developing teamwork schedules and priorities for multiple assignments. Other duties may include participating in hiring of team members and identifying team member's training needs. System Analysis, Design and Development Conduct business analysis and research for large or unusual projects that involve new businesses or introduce new technology. Assist in the creation of implementation plans, which involve multiple vendors, multiple jurisdictions, and require cross-agency cooperation. Design and develop systems software and software interfaces at a highly advanced level of technology and sophistication. Responsible for enterprise application integration. Develop prototypes and working models of complex or new design elements. Install and test out-sourced and/or purchased software, constructing specialized integration software as needed. Compare, contrast and prioritize among alternative approaches to meet those objectives while assessing risk both quantitatively and qualitatively. Assist with configuration of development environments and platforms. Project Management Under the general supervision of the department manager and in support of the Project Office Manager performs: 1. Project Planning Develop project plan in consultation with stakeholders. Review project to identify project scope. Identify project objectives and deliverables. Select and use project management tools and techniques to accomplish the project goals and objectives. Identify project team and develop work tasks. Develop work breakdown structure and project schedule. Identify potential risks and difficulties, and design strategies to mitigate or avoid them. Collaborate with stakeholders and follow contracting guidelines to develop contractor statement of work. 2. Project Coordination Monitor and track project budget, schedule and performance. Verify required procedural steps are completed on time. Inform interested groups and individuals of progress. Coordinate project activities with internal units. Recommend changes to project plan in response to unforeseen changes or unexpected results. Obtain approvals to proposed changes in project scope, quality, budget, or schedule. Verify quality of project deliverables. Review project records and prepare project archive documentation. 3. Project Communication Compile and distribute project information. Meet with interested groups to give updates on project details, goals and processes. Explain project methodology and processes to team members and coordinate training. Schedule and facilitate meetings gather input, explain project issues, meet procedural requirements, or gain cooperation. Strategic Planning Perform long-range, strategic planning, often covering multiple software and database platforms. Advise business partners, customers and top-level management on the feasibility of planned large-scale system enhancements. Critique design proposals for technical soundness and workability, and for adherence to the enterprise standards. Assist in research and recommendations on new technologies and acquisition strategies. High-level strategic planning, considering issues such as resource utilization, disaster planning, overall system performance and security on a strategic basis. Daily Operations and Customer Assistance Assist with quality assurance and oversight to contractors and other staff. Coordinate with other OIS units to ensure proposed technical solutions fit within the enterprise architecture, technological standards and strategic direction of OIS. Work closely with the customer to determine and oversee system requirements, and perform or coordinate detail system design. Provide customer assistance, training and technical help to system users. Complete documentation per established project standards. Perform business process modeling and formal data modeling, considering overall system performance. Normalize data and updates data dictionary for assigned infrastructure functions. Recommend changes in business operations to effectively utilize system resources. Develop formal training for assigned infrastructure functions. Other duties as assigned. WORKING CONDITIONS Working conditions are those of a general office environment in a close-knit, team-orientated environment. At times, weekend and evening work will be necessary to meet customer demands, and there is some stress at times for deadlines and meeting department requirements. This position requires the ability to work on multiple tasks simultaneously and within short time frames. This position requires leadership abilities and the ability to work with a diverse group of people in a teamwork environment. You must have a valid driver's license with an acceptable driving record. If not, you must be able to provide an alternate method of transportation.

Qualifications & Desired Attributes:

MINIMUM QUALIFICATIONS Your answers to the supplemental questions must be consistent with your described work experience. Five years of professional consultative, technical, or administrative experience providing expert advice and leadership in planning, development, coordination, and implementation of information systems. Experience must include activities in: Software: Software means the programs, procedures, rules, and associated documentation concerned with operating a system and covers both applications and operating software. AND Data: Data means data bases and associated master files; AND EITHER (a) at least 30 quarter (20 semester) credits in computer science; or (b) two more years of experience providing a knowledge of information systems theory and principles; Examples of experience providing a knowledge of information systems theory and principles are: Providing technical consultation and advice to managers, technical and professional IS staff, and system users in planning, analyzing, developing, and implementing the operation, maintenance, installation, modification, and construction of information systems; OR Working with vendors and contracted personnel to assess new technology, provide oversight, exchange information, and solve problems. 15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience. DESIRED ATTRIBUTES The system development environment has a mix of database management systems and distributed data with remote input and manipulation, multiple remote locations, a mixture of IS standards and a significant amount of expansion or change to existing business processes. The person in this position should have significant expertise in the field of systems analysis. The person in this position should have current knowledge of industry best practices and trends in the field of systems analysis and mastered the concepts, methodologies, techniques and tools of system development (e.g., Agile, iterative development). The person in this position can select, and adapt where necessary, those which are appropriate and support their use by a team, and participate in the advancement of systems delivery concepts, methodologies, techniques and tools. The position requires excellent oral and written communication skills and the ability to work with and facilitate diverse groups and individuals. The position requires the ability to prioritize workloads and the ability to analyze complex procedures, processes and policies. Project management experience is an asset to this position. This position requires knowledge of relational database structure; experience in the design and development of high volume, complex systems; experience estimating resources and schedules for complex system development efforts. Desirable: experience in object oriented design; experience with service oriented architecture (SOA); knowledge of EA frameworks; experience with web-based systems; experience with computer-related modeling.
