MAJOR DUTIES:

The selectee serves as a senior Financial Management Specialist in the Chief Financial Officer area, Corporate Planning and Internal Control Unit. Selectee develops or oversees a wide range of Service wide administrative financial policies, standards and procedures including Internal Revenue Manual (IRM) guidance and technical instructions including those related to Section 1204 regulations.

Qualifications


QUALIFICATIONS REQUIRED: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the normal line of progression for the occupation in the organization. Examples of qualifying experience may include: * Knowledge of and application of theories, techniques, and practices of change management, project management, and business process re-engineering to improve quality effectiveness. * Expert knowledge of written and oral communication techniques in order to document and describe analyses, share information, coordinate work efforts, communicate ideas to key officials, prepare and deliver reports, draft formal policy and procedural guidance, and engage in negotiations. * Expert knowledge of a wide range of pertinent data gathering techniques and their use with complex and highly technical program areas to ensure quality of analyses. * Knowledge of a wide range of analytical and evaluative methods and techniques applicable to administering mission-related accounting and financial management programs to advise management on the effectiveness and efficiency of assigned programs. * Comprehensive knowledge of corporation's mission, organization, practices and programs sufficient to understand the relationship of assigned programs to other programs and key administrative support functions and to evaluate the effectiveness of program accomplishments in relation to goals and objectives. You must be a U.S. citizen to qualify for this position. SPECIAL SELECTION PRIORITY PROVISIONS FOR SURPLUS OR DISPLACED FEDERAL EMPLOYEES UNDER A CAREER TRANSITION ASSISTANCE PLAN (CTAP) 1. CTAP (for Non - DoD Agencies Only) If you are currently an employee of the hiring agency who has received a Reduction in Force (RIF) separation notice, a Certificate of Expected Separation (CES), or notice of proposed separation for declining a direct reassignment or transfer of function outside of the local commuting area, you may be entitled to special selection priority under the Career Transition Assistance Plan (CTAP). You MUST submit a copy of the RIF notice, CES, or notice of proposed separation with your application. 2. Be applying for a position that is at or below the grade level of the position from which you are being separated. The position must not have a greater promotion potential than the position from which you are being separated. 3. Have a current (or last) performance rating of record of at least fully successful or equivalent. This MUST be submitted with your application package. 4. Be currently employed by the hiring agency in the same commuting area of the position for which you are requesting selection priority. 5. Be rated well qualified for the position. To be rated 'well qualified,' CTAP applicants must attain an eligibility rating as described in 'Basis for Rating' or higher, not including points for veteran's preference. 2. ICTAP (for all Federal Agencies) SPECIAL SELECTION PRIORITY PROVISIONS FOR DISPLACED FEDERAL EMPLOYEES UNDER THE INTERAGENCY CAREER TRANSITION ASSISTANCE PLAN (ICTAP) If you are a displaced Federal employee, you may be entitled to receive special selection priority under the Interagency Career Transition Assistance Plan (ICTAP). To receive this priority you must: 1. Be a displaced Federal employee. You MUST submit with your application a copy of the appropriate documentation, such as a RIF separation notice, a Standard Form 50 reflecting your RIF separation, or a notice of proposed removal for declining a directed reassignment or transfer of function to another commuting area. The following categories of persons are considered displaced employees: 1. Current or former career or career-conditional (tenure group I or II) competitive service employees who: 1. Received a specific RIF separation notice; or 2. Separated because of a compensable injury or illness, whose compensation has been terminated, and whose former agency certifies that it is unable to place; or 3. Retired with a disability and whose disability annuity has been, or is being, terminated; or 4. Upon receipt of a RIF separation notice, retired on the effective date of the RIF and submits a Standard Form 50 that indicates 'Retirement in lieu of RIF,' or retired under the discontinued service retirement option; or 5. Received a notice of proposed removal for declining a directed reassignment or a transfer of function or directed reassignment to another commuting area. OR 2. Former Military Reserve or National Guard Technicians who are receiving a special OPM disability retirement annuity under section '8337(h) or ' 8456 of title 5 United States Code. 2. Be applying for a position at or below the grade level of the position from which you have been separated. The position must not have a greater promotion potential than the position from which you were separated. 3. Have a current (or last) performance rating of record of at least fully successful or the equivalent. You MUST submit a copy of this performance rating with your application package. (This requirement does not apply to candidates who are eligible due to compensable injury or disability retirement.) 4. Occupy or be displaced from a position in the same local commuting area of the position for which you are requesting selection priority. 5. Be rated well qualified for the position. To be rated 'well qualified,' ICTAP applicants must attain an eligibility rating as indicated in the 'Basis of Rating' section of this announcement, not including points for veteran's preference. You will need to successfully complete a background security investigation before you can be appointed into this position. You will be required to make occasional travel. HOW YOU WILL BE EVALUATED: You will be evaluated to determine if you meet the minimum qualifications required; and to the extent to which your application shows that you possess the knowledge, skills, and abilities associated with this position as defined below. You MUST separately address each of the knowledge, skills, and abilities (KSA's) listed below. In addressing your knowledge, skills, and abilities, you should discuss the experience, education, and accomplishments and provide examples/explaining how often you use these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc. A well-written narrative statement provides you the opportunity to put your best foot forward by highlighting your strong points, which can help improve your chances for being selected. Knowledge of Federal financial management theories, concepts, enforcement laws and practices, principles, regulations policies and procedures. 2. Ability to prepare and review agency-wide policies, procedures, guidelines, instructions or other documents to maintain and improve effective operations or to implement new initiatives or program changes. 3. Skill in effective organizing, coordinating, and accomplishing assigned programs and objectives within assigned time constraints and during crisis situations. 4. Ability to conduct research, performs analysis, evaluate information, provide recommendations, and present results. 5. Ability to communicate both orally and in writing.
